Top 15 under-the-radar cities to retire

In this article:

Housing is one of the biggest challenges facing retirees, according to a recent study by Boston College’s Center for Retirement Research.1 As many as 17 million adults aged 65 or older spend 30% or more of their income on housing2, classifying them as house poor — meaning that they are “burdened” or “very burdened” by housing costs.

That burden is so great that only 46% of Americans aged 50 or older anticipate being able to stay in their current home, according to research from AARP3

But where can retirees — and those who plan on retiring soon — move to lessen their housing costs while maximizing their quality of life? We analyzed 100 cities for housing, healthcare, and quality of life indicators to create Orchard’s first report on under-the-radar cities for retirees.

How we ranked the cities

These cities offer retiree homebuyers more affordable housing options with a higher quality of life. Here’s what we looked at:

  • Housing affordability: Home prices and monthly rent costs to identify areas with the best housing affordability; the average costs were $454,572.30 and $1,850.02, respectively.
  • Population: The number of residents over 65 years old to help more easily foster community. All of the cities on our list have populations over 65 that are 12% or greater, with an average population over 65 of 13.2%.
  • Senior healthcare: The density of Medicare providers so there are enough doctors for seniors. The average ratio of all the cities we examined was 1 provider per beneficiary.
  • Climate: The occurrences of extreme weather events — like flooding and wildfires — good air quality ratings, and an abundance of green spaces like parks ensuring access to the outdoors.

Key takeaways

  • Toledo, Ohio takes our top spot, driving to the top of our rankings with the lowest listing and second-lowest rent prices in our report.
  • Ohio is the top under-the-radar state for retirees, with a total of three cities. Texas, Missouri, and North Carolina follow with two cities each.
  • The Midwest has the highest concentration of cities, making up almost half of our list, with six cities total.
  • Popular snowbird destinations in Arizona, California, and Florida were driven to the bottom of our list for their high housing prices, and, in some cases, the high frequency of extreme weather events.

How retirees can maximize their home equity

Rising home values have helped older homeowners by driving wealth creation — Americans aged 65 and over have an average of over $300,0005 worth of equity in their homes, as compared to the mere $60,000 average equity that homeowners aged 35 and under have.

To tap into that equity, homeowners can use a home equity loan or line of credit, which lets you borrow against the value of your homes and use the funds for various purposes, such as home improvements, medical expenses, or debt consolidation. While a home equity loan or HELOC can be a great short-term solution, homeowners will have to pay them back.

On the other hand, rising home values and mortgage interest rates have also locked in many retirees to homes they can’t afford or maintain. The U.S. Department of Housing and Urban Development identifies the homes of older Americans as the most at risk of depreciation from disrepair and lack of home improvement spending6.

This means that when retired homeowners attempt to tap into their home equity, they might discover that they have less money than they anticipated. Here are some solutions for retirees in this position:

  • Take out a reverse mortgage: A reverse mortgage is an option for homeowners aged 62 and older. It allows retirees to borrow against home equity without monthly mortgage payments. The loan is repaid when the homeowner sells the property, moves out, or passes away. While reverse mortgages can be a helpful financial tool, they also come with specific risks and should be carefully considered with professional advice.
  • Improve your home: Strategic home improvements can increase the property's value and, consequently, its equity. However, it's essential to be cautious with costly renovations, as the return on investment should align with the local housing market and the retiree's long-term plans.
  • Downsize: Selling your current home and purchasing a smaller, less expensive property can release equity tied up in the larger home. Downsizing can also reduce housing expenses, property taxes, and maintenance costs, freeing up more funds for retirement.

Property tech companies like Orchard also provide a valuable service to those looking to maximize their home equity. Our Concierge service will make value-boosting repairs and renovations to your home at no upfront cost to you before we list your home on the market to sell for top dollar. We’ll even help you buy a new home before selling your current one, so you only have to move once.

Methodology

Orchard’s proprietary under-the-radar score combines home sale data and quality of life factors. To find the top under-the-radar cities for retirees, we applied these metrics to 100 cities across the country.

Here’s what we looked at and how much it accounted for:

  • List price (20% of score): The lower the list price, the better the city’s score. Data for list price was taken from two sources. Median list prices come from Zillow from January to June 2023 for all cities except for St. Paul, Aurora, Norfolk, Arlington, Scottsdale, Mesa, Newark, Anaheim, Arlington, Long Beach, Oakland, Jersey City, Henderson, St. Petersburg, and Fort Worth. Data for these cities was taken from Realtor.
  • Rent index (15% of score): The higher the monthly median rent, the lower the city’s score. Data comes from Zillow’s Rent Index from January to June 2023.
  • Percent population over 65 (20% of score): The higher the population over 65, the better the city’s score. Data for population was taken from the American Community Survey 2021.
  • Density of Medicare providers(15% of score): This is the number of Medicare providers divided by the state’s senior population over age 65. The higher the ratio, the better the city’s score. Data comes from the Centers for Medicare & Medicaid Services 2021 and the American Community Survey 2021.
  • Air quality index (15% of score): The air quality index measures pollution present in the air). The higher the air quality index, the lower the city’s score.  Data for air quality was taken from the Environmental Protection Agency.
  • Park Score (10% of score): The higher the park score, the better the city’s score. Data for park score was taken from the Trust for Public Land, which evaluated the US’s 100 largest cities for their park system’s accessibility, investment, acreage, amenities, and equity.
  • Storm events (5% of score): The higher the storm count, the lower the city’s score. Storm events are defined as weather phenomena that caused significant disruption and damage, rare and unusual weather phenomena that generated media attention (i.e. snow flurries in San Diego), and other significant meteorological events (like maximum or minimum temperatures). Data for storm events count was taken from the National Oceanic and Atmosphere Administration (NOAA) from 2022 to present.
